The Minister (大臣, Daijin) presents himself as the assistant of the King, but is in fact the true authority of Love-De-Gard. He is worried about the recent events in the land, and thus carries out the world reformation plan. Not much is known about his character, only being given subtle hints to his personality and personal quest.
The Minister is actually revealed through rumroms and Bilby's dialogue when drunk to actually be the one responsible for setting up the White-Feathered Arrow ritual, putting Gramby's grandson into the cursed armor like so.
Profile and Appearance
The Minister leans toward the more taller side and is exceptionally thin. He dawns green and purple clothing, his tall hat being the most noticeable, accompanied by a small golden button centered at the top. He wears a long-sleeved robe with a single purple stripe running down both sides in the middle. The Minister also has dark-greyish hair that can barely be seen from his side and back profile. His appearance is notably similar to the "fake" minister's figure, his face being a lot more less defined and deformed like many others of the Moon World.
Personality wise, the Minister is a very closeted person and spends most of his time if not all of it studying and reading books inside of his room on Solarday. He is also extremely persistent with his world-reformation plans, eager to do the people of Moon World good and promising to bring the moonlight back with hopes of the Hero slaying the dragon who supposedly stole it. The Minister can also be very radical and strict, coming out to shun the player if they so dare shake one of the bushes in the castle courtyard or refusing to hear others out on their plans and ideas. The people of Castle-Town have somewhat mixed opinions on the Minister, some adoring him for his hard work and some completely despising him. Furthermore, the Minister is very cautious and hesitant when presented with anything resembling his past plans.

When talking to the minister during the day he mentions having lost an important book. This book can be found in the castle's left hallway, along the left side of the wall. The Minister can then be found at the top of the castle, where you can give him the book and be rewarded with 2 Love. |
Trivia
- Despite being responsible for most of the game's events, this was programmed into him like a lot of the other characters in-game.
- There may or may not be a glitch regarding the Minister's quest. His quest is incredibly obtuse with only few hints indicating towards it. Some have argued that they found the book before his quest ever triggering or without any indications on what to do.
- The only hints given is that Noge likes to pilfer books from the Minister's room and Adder's hint when he loses his book of laws, otherwise his quest is very obscure.
- When presented with the White-Feathered Arrow Protagonist picks up from Tao's hole, the Minister gives a unique response but quickly pretends to not recognize it. Hinting towards the arrow's more sinister presence in-game and the Minister's shady past.
- Showing Gramby's photo emits yet another unique response from the Minister, anxiously asking the Protagonist why he showed him this photo.
- The Minister as described by the king, "The Minister prioritizes his plans. Primarily his own. He should look at MY plans sometimes!" suggesting that the Minister is an extremely radical person, however this could also be pinpointed to him being controlled by the program and therefore having no other choice in the matter.
- The Minister is also responsible for writing the daily news Castle-Town receives, with excessive updates documenting the Hero's journey across Moon World as the story progresses.
- It costs the Minister and most likely the Castle 2,000 yenom per guard, which he sees a waste of money alongside the King's plans to fly up to the moon.
